What happens if you can't comply with Part L?

We have a set of flats we are struggling to bring up to Part L without major renovation works or long surface mounted pipe runs. When the flats were built, a system boiler at the front of the property, and tank and cylinder crammed in a tiny airing cupboard on a tap stat (see attached).

It's a bottom floor flat with concrete floors and minimal outside walls. Can't put boiler in the airing cupboard as no place for the flue. Same in the kitchen.

When we replaced the boiler, we've gone like for like (system for a system), already got a programmer, left the tap stat in situ, fitted TRVs, but no room stat.

We do try out best to bring our properties up to Part L, but realistically, if you can't do it without major renovation works or large unsightly runs of surface mounted pipe, exactly how much trouble can we expect from Building Control?

I don't get what not having a room stat or adequate hot water controls has got to do with running pipes? maybe I've misread your post...?
 
It's probably me not being clear. Sorry. :oops:

My first question to the installer was, "Why not fit a combi in the boiler cupboard". The answer was they'd have to run hot water pipes down the long hallway and across to the airing cupboard to pickup existing hot water supplies. So either long surface mounted run or dig up concrete floors.
 
Where is your DHW cylinder located ?? If the boiler is feeding the cylinder then you could possibly utilise the pipework to feed the taps. On the plan the boiler is located across the hallway from the bathroom so the pipework wouldn't be that long
 
Cylinder is in the airing cupboard along with the cold water storage tank. The cupboard is tiny!
 
ok so you have a new boiler feeding a hot water cylinder and heating
Heating controls, Programmer> TRVs
Hot Water controls > Tap stat

I don't see the problem? Fit a wireless room stat, 3port valve and a bit of wiring?
