Just a quick thank you for all of your helpful replies. The plumber rented a freezing machine (don't know the make), froze the water, replaced the broken valve, and presto! It was a good learning experience if nothing else!

Impossible to turn off water at mains- what can be done?

Do the thing properly.
Raise ball valve. Drain it
and fit a new stop valve.
People will only be without water for a few minutes.
