What is Spur Unit Actually

I come from outside UK and I am really confusing about the Term Spur Unit.

Could anyone explain me the function of Spur Unit and How it works.

Is Sour unit the sma with a "Spare connection in the Wall " provided with fuse. I thank you very much in advance for your time ansewirng my questions
