What is this holding the loo to the waste pipe?

I'm old enough to have installed asbestos soil pipes they certainly exist!
Normal joint technique was yarn rope then sand and cement.
What you have appears to be CI but as advised check with magnet.
That joint is straightforward sand/cement.

As suggested, get a magnet and see if it sticks to it, easy quick check. if it's just the mortar holding the spigot in then it should be ok if it's just that that's been disturbed, just avoid disturbing the pipe itself if there is any concern, until the material is known.
