Is it an issue having one directly outside a house ?

Do you have communal lighting that the residents pay for through your lease? Rather than 'normal' council owned street lights.

Or anything outdoors which uses electricity which the landlord pays for, barrier for the car park, water feature, etc?

Inside probably has one of these inside...

No, nothing like that.

It is outside a recently built house I'm considering buying.

I've looked on google street view which shows the road before the small group of houses were built, and it was there outside an old commercial premises before they were demolished.

I was wondering if it had anything to do with the street lights.

If they are 'normal' council owned lights, you won't see one of those short posts, the gear is installed inside the lamp post base, under that oval cover.

There's a BT cabinet about 60m away.

There is only a small one on the street view from a few years back , and a larger one like the one in your pic next to it now, following fibre upgrade to the area.
 
I have some near me, next to it is a bus stop.
Others are near street lighting.

They use a common key (available from Tesco) so you could carefully investigate what it's powering.
It may be disconnected.
