What is this part on a radiator called?

The one on the other side is completely rusty and I would like to replace it.

In addition, one of the ends at the top of the radiator is rusty (see second picture). What would be the best repair solution for this?

They look like mounting brackets to me although I've never seen ones like that on any of my rads before - you should be able to just wire brush them and paint them but they have gone rusty because the rad is knackered and leaking. I'd fit a new rad if it was in my house. A new rad will come with new (different) mounting brackets.

Its a Munsen ring clip
The back plate and nipple connecting them are often sold separately.

The rusty bits are ½" BSP air vents.

Radiators are cheap as chips. Replace it.
