What is this?!

Hi,

I'd be really grateful for any advice on whether the wall textures in the attached photo is artex or just plaster or paint pattern? It's all along the hall, stairs, and landing in a house we plan to buy. How would you get rid of it? Skim over? Sand it? Board and skim? Is it expensive? Any advice or thoughts gratefully received. As you can tell I have no clue...

Its an artex Stipple.
It can be skimmed over.

its a only stipple but id use betokontakt to prime it first
