DNO's break their own rules about pipe clamps on PILC cable...
My thought when I saw the photo was "No, it is not necessarily safe because of that earth clamp".
Q: Who puts a service head in a living room?
A: Probably nobody.
Q: Who puts a living room around a service head?
A: Perhaps someone who's done a quick & dirty property refurb or split?
pm110 - I advise asking your DNO to come and have a look at it - tell them you are concerned about the use of a BS951 clamp on the cable instead of a constant force spring, and you're wondering if unauthorised work might have been done.
