What size cable must I use ?

min size is 4mm

4mm only works for armoured cable. Otherwise you're looking at 6mm.

4mm² HO7 is good for 30A.

The welder is being used on a construction site, so must meet with regs. 4mm with armoured sheath sounds costly, so I will go for 6mm I guess. Do I ask for 6mm twin + earth flex, or has it a catchier title? must be yellow too I suppose?

I would ask for yellow Arctic flex 4mm. Current Ratings 4F3A table = 32A for 4mm. See Arctic-Grade-Cable you will note 6mm not available as Arctic cable.

Are you making up this lead yourself? I take it the welder all ready has a BS4343 connector. They look like these connectors on this ready made cable, also called a Ceeform connectors or CEE17 connectors:
As you can get ready made 110V extension cables rated at that current. If you are working on a building site they are common. Might work out a bit cheaper than buying a male and female BS4343 connector and spending the time making it up.
As it draws 28A you need to go with 32A connectors. Example here is one made up:
The supplier I found was http://www.kestrelelectrical.co.uk/SITE.htm all the common suppliers only did 16A.

Is the site supplying the transformer for the 110v or are you?
Smaller sites may not have a 32amp supply available at 110v - Larger sites will for sure, but worth checking!
