What this corner stone called?

Hi can anyone tell me what the name of this concrete corner/pad stone is please and weather or not the broadband engineers should have drilled into it and anchor the cable into it.
Not the one higher up anchor into the bricks.

As long as they don't split the conc' away from the reinforcement, it's fine.
