No, planners don't actively scan the text of Rightmove to see what everyone may or may not do in the next 10 years.

I asked, in writing, what I needed to convert the two cottages I own into one. The DC planning people replied in writing, that planning wasn't needed but Building Control was. They also did include in the letter that to take back to 2 cottages then planning would be needed.
