Converting two flats to a house

Hi there

I did a search of the forum but can't quite find the answer. so hope someone can help. I currently live in a one bed GFF with just one other flat above us. There is a possibility of the flat above us coming up for sale which we'd love to buy and convert the two flats into one 3/4 bed detached property.
Whilst I've read that you don't need PP to change two flats back into a house as its usually returning it to its original use, these two flats are purpose built so have never been a house. Would this be different?
Also, could the council refuse as they would lose council tax revenue too?
