What to do with external wall?

We have removed the wooden tongue and groove dry lining from the solid external granite and red brick wall, removed the floor, filled with hardcore and concrete but now the base of the wall foundations(granite) the mortar is damp. It was not damp before the concrete was laid, so I thougth that it may be the moisture in the concrete drawing out to the foundations? But then again all the foundations round the other 3 walls (internal) are dry.

No, the builder said the dpm could be laid over the concrete and under the insulation boards. The concrete has been laid, but not sure how the concrete, dpm, insulation, wood boards would tie in with the insulation of the front wall.
