whats best base to use on patio ? ballast mot 1?

i am going to do a patio with 450 concrete flags. its at the bottom of a garden that needs levelling up about 150mm its 18 square meters so i need a lot of fill. whats the best way to do this?
I was thinking a tonne of MOT 1 to start with then the rest in ballast mixed at 6 to 1 with cement then sharp sand/cement for final bed for flags. am i along the right lines or is there a better way?

You want to bring it up in well compacted type 1 mot.

Your flags can then be bedded on a grit sand and cement mortar bedding.

Bringing it up in concrete, even lean mix, is a waste of money.
