What's the correct mix for limestone mortar?

I know that you would generally look to match the existing mortar by preparing a few different mixes, but if you were starting from scratch to mortar a stone wall or build a stone extension, what mix would you use?
 
I've only ever used hydraulic lime (NHL), I usually mix with a ratio 3:1.
If you're interested in colour matching, the resulting colour will depend largely on the sand used, and it will dry very pale until it washes out.
No idea about using non hydraulic lime I'm afraid.
