My niece sent me these photos from a house shes just bought.
Looks like a dimmer switch, I've never seen this before ?

What exactly is it and brand?

I would say it's a buzzer/doorbell.

That would make sense because its near the front door and thinking about it 6 inches from the ceiling in the photos

Yes, a doorbell.
I'd say it's a Friedland D182 someone has mounted on a standard single blank plate. I don't think it came like that off the shelf.
