The reason I mention the duct... there is a chance that water from a pipe-leak inside it could run to the bottom of the duct and drop through into the concrete under the house. If the duct is plastered over, it should be possible to take off a bit of the ground-floor skirting around it, and make an inspection hole to sniff and feel through. When you put the skirting back it will cover the hole.
