hi im getting a screed layer applied to an outdoor plat to level it and waterproof it and the builder said hes going to use pva to bond it? is this right would a bal primer not be better as its exposed to the weather, i dont want it cracking in low temperatures. thanks

Water is as good a bonding agent as any when dealing with (wet) cement based products.
Otherwise we would use say sbr slurry.

I agree with Noseall, use a sbr slurry, cover your work afterwards if frosts are forecast.
