Maybe it's simply that they meant to write 'or shall have their enclosure....'
That wouldn't work either - we'd still be saying there's no such thing as a practical material to make a CU enclosure from which is "non-combustible".

Whoever wrote the note that ferrous metal is an example of a non-combustible material should be made to explain the missing door and cover panel in those Clandon Park photos.

Yes, but that would not then have really been a problem, since we could have satisfied the regulation by complying with 61439-3, simply ignoring the "or <something impossible>" bit!
