No.

However if there are interconnections between circuits which would prevent them being on separate RCBOs or RCDs, some types of installer might just shove them onto one side of a dual RCD board without fixing the problem, which would not be possible with all RCBOs.

The all RCBO option is far superior and is the one to have.
The price difference does seem excessive, even if they were quoting for higher priced brands.
