Interesting point.
Would we be able to issue an EIC for this if equipotential bonding wasn't in place?
I'm sure we all know that a X shouldn't be entered on the schedule of items inspected.
Would a covering note with the EIC be enough?

Exactly. If we do a distress change, the bonding is left alone & everything not to 7671 noted on the EIC.
