Which way to play it?

OK. Here's the background.

'Solid' 9in brickwork. Courses of bricks longways and crossways (these last through the whole thickness of the wall. Don;t know what to call them!).
House built on a slope. This is the front face.
The original DPV is thick tar sheet. Still in place, Seems okay, but difficult to be sure. Tar DPC is underneath a crossways course. DPC is about 18" above ground level and well drained.

Seen no signs of damp inside or out. Interior is floorboards over void. Floorboards are at exact level of old DPC. When I took off the old skirtings they were dry, although the nails were rusty (they were plain steel not galv though).

A new injection DPC has been put in previously. This went into the crossways course sitting on the old DPC. The are injection holes only on the outside.

Now, here's the question. The plaster is shot and and has been stripped right off. The problem is the position of both DPC's. To put on a stop bead low enough to give a plaster surface to glue the new skirtings to, I will have to position the stop beads on the crossways course containing the new DPC. The beads would be above the tar DPC however.

Do I dob them on with ordinary plaster and carry on? (trusting the two DPC's)? Or should I play super safe and use sand/cement for the stop beads and then plaster over as normal?
