It is efflorescence.
Dissolved minerals brought out by water, left behind when the water evaporates.
Usually calcium salts (limescale)
There is a lot of water getting to your chimney. Most likely rainwater ingress but it might be condensation e.g. if someone has fitted a bathroom extractor to blow steam into it. I can't see a pipe so probably not a plumbing leak.
If the chimney is disused it should be ventilated top and bottom. This will help keep it dry. But I expect your problem is damaged brickwork and flaunching.
Taking away the top of the chimney and rebuilding the roof above it is a permanent solution.

The normal advice for removal is brush it off with a stiff, dry brush. Sometimes though, the salts harden making this not really possible. There's no magic potion to dissolve it. The worse thing you can do is wet it so don't try to wash it off. If it is hard you could try a wire brush.
