Also the government have been raising the pension age for a couple of decades now.

It's a complex issue. It isn't just a falling birth rate, it's also longevity. In most Asian countries you'll see pensioners out exercising before the sun comes up, and after sunset. Asian pensioners tend to be more active than their western counterparts. Japan currently has the world's oldest population.
Society changes to meet its needs. Women are encouraged to join the labour market, pregnancy policies are adopted. Governments change policies and rules to adapt, such as increasing the pensionable age, promoting private pensions, and also allowing more immigration of younger 'workers'.
Germany did exactly the same, but for different reasons in the 50's and 60's during its post war boom years, with the "Gastarbeiters".
