Who makes Halfords spray paint

Trying to find a spray paint from halfords for my model railway.
My store stocks mostly metallic paints. I can find a solid colour near what I'm looking for.
But the RAL code is not listed on their web page, just the manufacturers code.
A web page in the model railway world suggests that James Briggs (Hycote) make Halfords paint.
Anyone know who makes Halfords spray paints

Sometimes the COSHH data sheets gives clues such as an address of a manufacturer

It's quite possible the manufacturer doesn't use RALs anyway.
