Why are the radiators hot when the centrel heating is off?!

Well, the lever isn't hooked over, best to get your Plumber out now, unless you feel confident replacing it???

I think it does - it goes up about a foot with a little cap on the top!

Thats good, and the bottom feed the cylinder flow.

No - I think I was getting confused between that and the big red pump underneath it!
