why does my programer remain on?

ok, given up. After fuse going constantly (3amp), replaced PCB, air switch, fan, engineer couldn't work out what was wrong with my potteron netaheat boiler. Suggested I put in a new , programer, which I have, but no joy, stills system doesn't work, even pump stopped now! But programer remains on? Any ideas? Desperate!
