Why is there a puddle on top shelf under sink ?

Why does a puddle keep appearing on the top shelf under kitchen sink yet all pipes and anything that tightens or looses are bone dry?

Have you checked for seepage between the tap and anti-rotation washer?

Turn the taps on very slightly and you'll probably see water running back from the spout down the tap body then sneaking under the tap into the cabinet.

The tap sits onto the sink, directly between the two and sink should be an anti rotation washer, inside the unit there should be a tophat washer or just a backnut, try running the tap slowly as above and try pouring/splashing some water where the tap sits and then check underneath
