Window lintle plaster

Ok, yet another lintel problem.... This house is starting to scare me.

I stripped the wall paper off from the bottom of a window lintel and ALL the plaster fell off.

1) would PVA help make sure plaster sticks

2) The lintel is very smooth, would it strctually endanger the house to run an angle grinder over it in places, gouge the surface some so plaster has something to stick to?

If the plaster fell off from the bottom of the lintel,you can be sure that all the plaster on the lintel is loose.Give it a rap with your knuckles and you'll hear if it is.There is no need to us a grinder.Just coat the lintel with some PVA, and straight away, put some Bonding Coat plaster onto it,let that set (2/3 hours)and then finish it off with Multi Finish.It might be worth checking all the other lintels in your house as well.
