Window Sill Gap

We had bathroom done couple of year ago. Recently couple of tiles over window sill fell off. The way tiles were stuck over window sill was like big lumps but due to weight of tile and dryness of the original surface has given up.
The gap is about 40mm and I wonder hopes do I fill it. Can I fill the by adding plywood or is there any other substance I can use before retiling?
Please can anybody help.
