window sill repair/covering

My window sill is badly damaged, its all cracked and peeled away the upvc. Can you buy something to recover it or do anything but get a new window? I've heard you can get a new sill, but even then you still need to take window out and refit once sill been fitted. Is there not a upvc type covering you can buy in strips to recover it?
 
What about self-adheasive vinal.

You can get a smilar colour wood effect. I saw a program on tv where this guy, rather than re-spraying his old car, applied this vinal sheeting and it looked pretty decent.

It is all in the application, and the existing surface needs to be clean and smooth. I could see that working as a solution though.

I do not know what company is best or if there is a specific type for exterior surfaces.
