Window to Door

I have recently had an extension built on the side of my house, pre-council 1930's type house. At the time, we were told we could only pass planning permission with a window at the front, but the planning officer advised me we could later change the window to a door under Permitted development?
Is this correct? As i would like to put a door in now instead of the window.
