This can't be good?

New installed window. Surely this should be sealed?

probably, but your photos are too close up to see whats going on or even what part of the window it is.
One thing I will say though is the sealing they have done is absolutely 5h1t
 
Top left corner. Behind the sort of top trim board

They say the windows are in and units sealed, i.e. No drafts.

They say old plaster work has crumbled and someone else's job to fix it

They have now mastic'd the sh1t outta the holes
