Windows broken?

We just moved in and notice one of windows looks below pictures wondering is it broken or it can be fixed

Looks like a broken top hinge which can be replaced as a pair, can be done DIY but hinges can prove tricky to the inexperienced so sometimes best to get a service engineer or window doctor in, roughly £80
