Windows not shutting down with broadband connected

My PC, using windows XP, will not finish the automatic power off when I shut down if my broadband cable is connected (the actual broadband has been discounted so not live online) and instead, just hangs on a blue screen

If I take our the broadband cable, it seems to power off in the proper manner!

any ideas?
