wiring a replacement thermostat

I am trying to replace the hard wired t stat in the house. The old one is wired using 4 ply wiring, green and yellow(obvious) conected to earth, yellow not used, red goes to terminal '1', blue to terminal '3'. Problem i have is new thermostat is marked OFF (heat satisfied, call for cooling). ON (call for heat). COM (common/switched live from time control) and N (not required)
My question is, which colour wire goes to which terminal or what does terminal 1 and 3 relate to??

PS, the Thermostat im trying to fit is a Drayton digistat 30002

Put red in common.
Put blue in ON (blue should have red/brown sleeving on it).

Are you sure this stat doesnt require a neutral?
 
according to the instructions supplied, 'N' not required.
also , blue wire does not have a sleeve on it.
