wiring an Ideal Wlx

i have just bought flat which has an Ideal WLX CF 40 system boiler

The room stat was broken so i replace it with a new one today but it doesn't swith off the boiler .

i checked the wires with a multimeter and get zero voltage.

Had a look at the wiring . It is all wired into the progammer .

there is live , neutral and earth to the programmer , then another live neutral and earth connected to the same terminals, then there is the wires for the room stat and cylinder stat

i think the wiring has been altered but how should it be wired into the programmer so i can get the roomstat working again ?

The new room 'stat may be ok, but the cylinder 'stat could be 'calling ' for heat from the hw channel of the programmer.
