wiring an outside light

I have a blank in the kitchen, does this mean that there is already power and that all I need to do is change the front to a switch and it will work?

Do you mean there is already a cable from the blank in the kitchen to the outside light position?

Is there already an outside light?

What is the wiring behind the 'blank'? (don't do anything dangerous here, if in doubt send for an electrician)
