Eh? In what sense does the cable not qualify as 'every point in the wiring'? My understanding is the same as that of TTC - that a CPC is required in the cable, regardless of whether what the cable is connected to.

In a lighting circuit, with a pendant, the only place that a cpc is not present is the short flex from the ceiling rose to the lampholder (where the lampholder is double insulated).
This is because this short connection is visible and does not form part of the fixed wiring. It's effectively part of the appliance, in the same way as there is only a 2 core cable from the plug to a double insulated appliance, like a vacuum cleaner, or lawn mower.
