Wobbly stair rail and spindles

I am trying to make our stair case stable and prevent an accident.
There is a 'tensioner' in one place which seems to work and was there when we moved in, but I cannot find where to buy some more. It is basically a screw into the hand rail, a bracket screwed into the stair and some heft steel wire stretched taught between the two. Anybody have any ideas? Or should I look at the cause and not the symptoms?
 
It may be a case of taking the whole lot down and starting again. A wobbly stair rail indicates that it wasn't installed right to start with - put in right, they will last forever (not subject to damp, structural movement etc)
