Wobbly wc seat, hinges NOT the long bolts

Hello All

The long bolts are fine. The seat wobbles horizontally, (see photos), how do you tighten them please and what tool do I need?

You can't afaik, happy to be corrected, but I think it's the price of a cheap seat
