Wood filler for parquet

One job to another. I have unearthed the original pine herringbone parquet in my 1930 house. The previous owner had covered it in hardboard sheets nailed all over at 6" spacings with underlay and fitted carpet on top.
I've read all the parquet pages on this site.
I plan to sand and use the sandings to make a filler. Any suggestions on the best glue/ filler to use with the sandings?.
I hope to spread the filler over the holes then top sand as there too many to individually fill.
Hoping to use Danish oil or hard wax oil as finishing coat.

no doubt you will have to sand it down in stages?
so maybe once youve taken the crud off the top,
then when you do another sand,use a bag to collect the dust.
then using either pva or a light brown glue mix it all up
and use this as the filler.
cheap and the should be the correct colour?
 
Thanks gregers went the pva and wood dust route and it worked a treat.
