could i use a glazing foam tape which is single sided adhesive to seal openers when closed against frame, currently there is a seal which has become perished and ins,t sealing out draughts would the above do

I don't see why not. The single sided, adhesive foam sticks really well and, if you use one of the thinner ones, poss 6mm, it should be very effective against draughts. If there are water leaks around the window rebate, the foam usually has to compress about 30% of it's thickness to resist moisture so a thicker one might be better. It's cheap enough to experiment with and replace at intervals
 
Why not get a roll of EPDM draught seal, which will seal better than glazing foam and be less liable to rot and wear. About £5 from wickes
