Worcester 35CDi central heating not hot enough??

I bought a house with a Worcester 35CDi boiler which produces very hot water in taps but it feel that the central heating does not get hot enough. The radiators have been canged to new ones, the system has been bled and pressure is ok. What I think is the problem is that the boiler heats up the water for about 5minutes and then goes off for another few minutes and this circle continues. I don't think that during that time the flame is on the radiators don't get hot enough before it goes off again. The radiators never get boiling hot. The CH knob is turned up to maximum. I feel that if the flame was allower to be on for longer than it will heat the CH much better. Does anyone think that there might be some kind of a problem? Also is it possible to make the boiler heat the CH continously without the flame going off?
