Worcester Combi - system pressure

My son's just bought a one bed flat and installed is a wall hung combi boiler probably Greenstar ( although I can't find where the model no is located) It services 5 rads and hot water. I've had it serviced and all is fine. The plumber said the system pressure wants to be at 1.5 when rads cold, and showed me the equalising taps.
I've downloaded probable user guide and no mention of pressure adjusting if necessary. As the flat's empty at the minute waiting on refurb , kitchen etc, the boiler's not on, and the pressure's now below 1.5 , bottom reading.

Any advice and general education really welcome please.
