I would just put in new bearings, the motor itself is generally reliable. I have had only a few faulty motors in several years.
The fan is a separate part from the motor, and does not need to be changed. If he is referring to it as a fan, I would find someone else. He might want to change the motor because 1) he is not set up to change bearings, 2) he will make a more money selling a motor.
I would think this is a landlords responsibility anyway as heating has to be provided. Check before you spend more money. If you have to pay, try asking around for recommendations.
Just my hapless input....the bearings cost around £14 the pair and can be fitted within 20 minutes - the fan itself only needs replacing if its damaged. I don't see how water can really get into the motor - the complete burner is in its own metal box and although there is a water diverter valve just above it which could leak, the water still shouldn't get in. I have a new Worcester 12/18 boiler (external) that we ran dry of oil. As its the first time I've seen the insides of the unit I was a little concerned about messing something up. Your advice gave me the confidence to remove the red cover off the front and hey-presto, the bleed screw was revealed in all its glory! A few allan key turns and the unit was fired up and back to its former glory!
Anyone with the same problem on an externally mounted unit, don't fret, its the easiest thing in the world to do! (remove red cover, open the allan key bleed screw on the left of the reset button, press the reset button until the oil flows without bubbles, tighten up bleed screw, replace external panels, and go make a cup of tea!). Its all very obvious and took me 2 minutes!
