That seems to be the history of just the image, which may well not include the caption. The history of the whole article can be found here .. and seems to indicate that some change has been effected today.
That cable could easily be 16mm - in the top left of the image, those three white items are plastic conduit, diameter 20mm or 25mm.
The cable diameter is of similar size.
I would of thought 5 x 16mm cores would have a larger outside diameter than 21.3mm. Place two 16mm cores next to each other and you would have at least 32mm right?

Diameter != CSA. A 16mm² solid conductor is only 4.5mm in diameter. Compare the visible diameter of the conductors with the total diameter of what appears to be 3G1 flex on top of the drum.
I should have left the core conductor size out. I have now removed it from the caption as we don't know what it is for sure [citation of conductor size].
