Interestingly, in context (and particularly if you personally regard that third-party document as being "authoritative"), in the section "Non-compliances with current edition of BS7671 that do not give rise to danger and therefore do NOT require reporting (in an EICR)" (page 18), theiur list of such things (that do NOT require comment in an EICR) in that ESF document includes:

"Installations not divided into an adequate number of circuits to minimise inconvenience for safe operation, fault clearance, inspection and testing"
and
"Inadequate number of socket-outlets"

As I said, that might be the case if you regard ESF/ESC as being "authoritative".
