There has to be a way of disconnecting the power for cleaning purposes.

Yes, provided it is outside of the zones (at least 60cm distance from the bath or shower).

Located in the wall adjacent to the toilet, remove the supplied plug and wire into the FCU with whatever fuse it requires - use the same fuse from the plug.

But would the FCU then have to be wired to the Consumer unit, thus making it a new circuit and requiring notification?
 
No you just wire it into an existing circuit. For example, the back of the socket you were going to use before.
