Would this fall under permitted development?

Our house is an L shape. At its max it is 10m x 12m. With a void to the rear of the property of approx 3m x 4.5m on the ground floor and 5.5m x 4.5m on the second floor (the ground floor currently extends beyond the second floor)

We'd like to square off the property making it a full 10m x 12m. At its max the extension would go beyond the permitted 3m depth of a two storey extension (4.5m) but that would not be any extension beyond the furthest most point of the rear wall of the "L" - as we're "just" squaring it off.

Would that fall under PD or would we need full PP?
